Although Heart of Texas Behavioral Health Network (HOTBHN) has been one of several Medicaid-waiver providers in Waco and the surrounding counties for many years, HOTBHN has reached the sad conclusion that it is no longer financially capable of sustaining Home and Community Based Services and Texas Home Living Services.  This very unfortunate reality has resulted from ongoing funding shortages for these extremely important programs.

During this time of transition, HOTBHN IDD staff will be actively assisting the individuals served in these programs as we, together, identify new service providers and ensure continuity of care. It will continue to provide IDD Authority Services to include Service Coordination, determination of eligibility, and General Revenue services. HOTBHN will also continue to provide ICF/IID residential services. No other HOTBHN services will be impacted by this change.

We at Heart of Texas Behavioral Health Network are deeply disappointed that the continued underfunding of IDD services has forced our agency to close these two IDD Medicaid waiver programs—programs that have for decades, provided vital residential, employment, transportation, and medical services to countless individuals in our community.

HOTBHN would like to thank all individuals and families who have chosen us as an HCS or TxHmL waiver provider throughout the years, and we are committed to minimizing the disruption this transition brings to those we serve. We also remain incredibly grateful to our skilled and dedicated IDD staff for the professionalism and passion they have brought to this work for so many years.

The Center for Developmental Services (CDS) is the front door to eligibility for, information about, and access to services and resources in the community for people with Intellectual and Developmental Disabilities. The office in Waco is the primary location for entry, but all services provided through that location are also available through the office in Mexia.

The people working at the CDS approach the individuals in services through the concept of Person Centered Thinking and Person-Centered Planning. This means that they are interested in helping the individual develop their own goals and establish what services they need and want instead of telling individuals what their goals should be and what services they should want. As a result, our employees are constantly discovering and trying to get more information from and about the individuals served to help them be healthy, safe, socially active, and productive community members.

CDS works closely with Private Providers of ICF, HCS, and TxHmL services, as well as with Nursing Facilities, State Supported Living Centers, and State Hospitals to ensure that individuals with IDD who interact with these various resources are getting the support they need and are getting them in the least restrictive environment. While we help people to access the more restrictive living environments, we also work diligently to transition people from those settings to less restrictive residential settings in the broader community.
